Aurora Environmental worked with Merit Consulting Group to manage asbestos and waste issues at the Bayulu Aboriginal Community near Fitzroy Crossing. Both companies appointed joint Project Directors. The project was part of the Department of Planning, Lands, and Heritage’s Essential and Municipal Services Upgrade Program (EMSUP) aiming to reduce health risks from asbestos cement materials (ACM) and other wastes in the community.

An assessment revealed approximately 9,400 m³ of waste, including ACM, throughout landfill areas, wastewater treatment zones, and near residential areas. This informed a Remedial Action Plan (RAP) to bury ACM and ACM-impacted waste in an engineered onsite containment cell, while domestic and household wastes would be recycled and/or removed offsite.

Approximately 10,900 m³ of ACM-impacted material was securely placed in the containment cell, which was then capped with a high-visibility geotextile and covered with 500 mm of clean overburden. The design mimicked the surrounding topography and ensured proper surface water drainage.

Community engagement was a critical component of the project, involving regular meetings with stakeholders, rapport-building with Elders and Community Navigators, and using local resources for staff employment and skills training, machinery hire, accommodation, and messing.

Key Deliverables:

  • Preliminary works, including review of historical investigations and preparation of project management and remediation plans.
  • Community consultation and engagement, including collaboration with community members and Elders.
  • Implementation of a dust and airborne fibre monitoring program.
  • Supervision of vegetation clearing and site rehabilitation in compliance with the clearing permit.
  • Waste classification and assessment of unexpected contamination in waste areas.
  • Assessment, supervision and validation of ACM and impacted soils according to the RAP.
  • Assistance with waste placement in the engineered containment cell as per the works approval issued under the Environmental Protection Act 1986.
  • Preparation of a site remediation validation report and ongoing site management plan to document findings and outcomes and manage the containment cell.
